ATTY. RANDY B. ESCOLANGO, Ph.D. is currently the Deputy Insurance Commissioner for Legal Services of the Insurance Commission, Department of Finance, having been appointed to the said position on August 23, 2017 by President Rodrigo Roa Duterte.
He started in the government service as Clerk III at the Metropolitan Trial Court Branch 4 in Manila, Philippines in 1999. After passing the Philippine Bar Examinations in 2002, he established his own law office — the Escolango Law Office – and began his professional career as a private practitioner specializing as Corporate and Litigation lawyer. On the side, he did something that he personally loves to do: teaching – and taught law subjects at Gordon College in Olongapo City.
In 1997, he graduated at the New Era University (NEU) with the degree of Bachelor of Arts Major in Political Science and in 2001, he earned Bachelor of Laws degree at the Far Eastern University (FEU). In 2010, he completed his Masters in Public Management and in 2014, a Doctor of Philosophy in Public Administration.
Atty. Escolango’s proven track record and sterling career performance made him elected as the National Vice-President of the prestigious Philippine Association of Government Corporate Lawyers (PAGCLAW).
He is also an officer of the Philippine Coast Guard Auxiliary (PCGA) with a rank of Commodore. He was recently appointed as the Director for Volunteer Services and at the same time as the Deputy Director for Internal Services of the PCGA. On February 5, 2015, he was awarded the Coast Guard Outstanding Achievement, Medal and Ribbon by the Philippine Coast Guard (PCG). During his stint as PCGA Director Auxiliary Squadron of the 111th Squadron, the Squadron was adjudged as the Best Auxiliary Squadron for 2016 (District and National Level).
For his outstanding performance and contribution, he was given a Certificate of Special Congressional Recognition by the House of Representatives of the United States of America.
In January, 2015, he was chosen to represent the Philippines in the United Nations (UN) Headquarters, New York to study issues relating to the conservation and sustainable use of marine biodiversity beyond areas of national jurisdiction. Just recently, he was awarded as Outstanding Alumni of the Far Eastern University Law Alumni Association (FEULAA).
He is a former Deputy Administrator for Legal Affairs of the Subic Bay Metropolitan Authority (SBMA), a position he has held since 2010. He was designated by President Duterte as Officer-in-Charge, Office of the Administrator and CEO of the SBMA prior to his appointment as Deputy Commissioner of the Insurance Commission.
